Job Description
Isle of Man Post Office (IOMPO) is looking for a permanent full-time Senior Procurement Officer to undertake procurement exercises for services, goods and works, ensuring compliance with Financial Regulations, legislation, and transparency requirements. The role involves handling a varied caseload, including complex tenders with technical aspects, and conducting compliance activities such as supplier audits. Additionally, the Officer will provide commercial customer assurance and advice on information security.
- Lead all procurement activities, including tenders and quotation exercises
- Develop specifications, prepare documentation, evaluate responses, and manage post-tender activities
- Ensure compliance with procurement policies, legislation and corporate regulations
- Maintain transparency by updating the website with relevant procurement information
- Assess suppliers and manage non-competitive procurement actions
- Liaise with legal representatives to prepare contracts
- Ensure compliance with contract terms and negotiate variations
- Manage the contract register and provide advice on contractual risks
- Establish agreements for the secure sharing of data with third parties
- Conduct external audits of suppliers to ensure compliance
- Act as deputy Information Security Officer and provide guidance on associated risks
- Complete commercial customer assurance questionnaires
- Co-ordinate commercial customer assurance audits
- Participate in business continuity incidents and exercises, as a loggist
Key Skills
- The person must be able to demonstrate:
- Minimum 3 years of experience in public sector procurements
- Comprehensive understanding of public procurement law and contracts
- Experience of seeking legal advice, interpreting this advice and working to statutory obligations
- Professional Diploma in Procurement and Supply (Level 6) or full membership of MCIPS
- Knowledge of information security risks and data protection
- Strong analytical skills and attention to detail
- Flexibility to work outside normal hours for audits and loggist role
- Proficiency in Microsoft Office applications
- Ability to work independently and as part of a small team
- Excellent verbal communication skills
