Windsor Framework – Effective from 1st May 2025

From Thursday 1^st May there will be new rules for sending goods from Great Britain (including the Isle of Man) to Northern Ireland. These changes are part of the Windsor Framework, which is the agreement between the UK and the EU amending the Northern Ireland Protocol.

The changes aims to keep parcel deliveries smooth between Great Britain and Northern Ireland. The new rules help protect Northern Ireland’s place in the UK market while meeting international trade rules. By providing a bit more parcel information, we can reduce delays, avoid customs charges, and make sure goods reach their destination without extra checks.

Customers sending post containing goods through our online channels including Online Postage and Click and Dispatch may need to provide additional information. 

What Information Is Needed?

This depends on:

• Whether you're a business or an individual

• Whether you're sending to a business or an individual

We’re updating Click and Dispatch and Online Postage to ask for the right information when you create a manifest.

What Do You Need to Do?

1. Businesses sending to consumers (Special Delivery, Tracked, or Parcelforce express48):

• No extra details are needed.

2. Businesses sending goods to other businesses worth under £135 (Special Delivery or Tracked):

You will need to provide:

• Business EORI number (optional)
• Consignment value
• Purpose of shipment
• Customs declaration with:
  • Detailed item description
  • Quantity
  • Value
  • Net weight
  • Country of origin (optional)
  • HS tariff code

3. Businesses sending goods to other businesses worth under £135 (Parcelforce express48):

You will need to provide:

• Business EORI number (optional)
• Shipper EORI number (if different)
• Consignment value
• Purpose of shipment
• Customs declaration with:
  • Detailed item description
  • Quantity
  • Value
  • Net weight
  • Country of origin (optional)
  • HS tariff code

4. Businesses sending goods to other businesses worth £135 or more will need to follow the process outlined in the email issued on 5th August 2025.

Exclusions

There are instances where there is no need to provide additional information and these are outlined below:

• Individuals and business sending documents or correspondence such as letters, birthday cards or statements etc
• Individuals and businesses sending goods using stamps through post boxes or post offices.
